Repower hat dem Kanton Graubünden das Projektgenehmigungsgesuch Lagobianco eingereicht Mittwoch, 08. April 2015 - 21:41
Vor wenigen Tagen hat Repower das Projektgenehmigungsgesuch Lagobianco zuhanden der Regierung des Kantons Graubünden eingereicht. Damit beginnt die zweite Phase des kantonalen Bewilligungsverfahrens für das Projekt, welches neben dem Bau eines Pumpspeicherkraftwerks zwischen dem Lago Bianco und dem Lago di Poschiavo auch die Erneuerung der bestehenden Puschlaver Anlagen beinhaltet. Weil das aktuelle Marktumfeld die Realisierung des Pumpspeicherkraftwerks derzeit nicht erlaubt, plant Repower, nach Erhalt der Baubewilligung zunächst die bestehenden Kraftwerke zu erneuern.
Bestandteil der umfassenden Unterlagen ist neben dem formellen Gesuch die technische Dokumentation für den Bau des geplanten Pumpspeicherkraftwerks zwischen dem Lago Bianco und dem Lago di Poschiavo sowie für die Erneuerung der bestehenden Anlagen im oberen und unteren Puschlav. Ebenfalls zu den Unterlagen gehören der Umweltverträglichkeitsbericht (UVB) 2. Stufe und verschiedene Fachgutachten, welche die Umwelteinflüsse untersuchen, die durch die Bauarbeiten entstehen und Massnahmen für die weitere Umweltbegleitung festlegen.
Das Auflageprojekt und der UVB 2. Stufe wurden wie sämtliche bisherigen Projektarbeiten in einem partizipativen Verfahren mit den zuständigen kantonalen und kommunalen Behörden, Umweltorganisationen und weiteren Interessenvertretern ausgearbeitet. Dank dieser langjährigen Zusammenarbeit konnte eine wertvolle Grundlage für die erfolgreiche Projektentwicklung geschaffen und gemeinsam ein breit abgestütztes Vorhaben erarbeitet werden.
Zweite Phase des kantonalen Bewilligungsverfahrens lanciert
Mit der Einreichung des Projektgenehmigungsgesuchs beginnt nun die zweite Phase des kantonalen Bewilligungsverfahrens. Die erste Phase dieses Verfahrens konnte im Frühjahr 2014 mit der rechtskräftigen Konzessionsgenehmigung durch die Regierung des Kantons Graubünden erfolgreich abgeschlossen werden. Die angestrebte Projektgenehmigung ist eine wichtige Grundlage für einen späteren Bauentscheid.
Realisierung des Pumpspeicherkraftwerks heute nicht möglich
Repower ist überzeugt, dass flexible Speicher für das Gelingen der Energiewende und eine sichere und zuverlässige Stromversorgung der Zukunft unabdingbar sind. Pumpspeicherkraftwerke, wie das Projekt Lagobianco, sind eine sehr effiziente, nachhaltige und langfristig erprobte Technologie hierfür. Das aktuelle Marktumfeld erlaubt allerdings heute die Investition in das Pumpspeicherkraftwerk nicht. Mit der Einreichung des Projektgenehmigungsgesuchs schafft Repower aber die Grundlage, um für einen Bauentscheid bereit zu sein, wenn es die Rahmenbedingungen zulassen. Gleichzeitig werden auch die Voraussetzungen geschaffen, um die bestehenden Anlagen erneuern zu können.
Erneuerung der bestehenden Anlagen wird vorgezogen
Zum Projekt Lagobianco gehört nicht nur das Pumpspeicherkraftwerk, sondern auch die Erneuerung der bestehenden Kraftwerkanlagen im oberen und unteren Puschlav. Diese Teilprojekte treibt Repower intensiv voran. Nach Erhalt der rechtskräftigen Baubewilligung ist in einer ersten Phase die Erneuerung der Kraftwerke Cavaglia und Robbia im oberen Puschlav vorgesehen. Anschliessend stehen im unteren Puschlav Arbeiten für die Gewässervernetzung in Miralago, zwischen dem Lago di Poschiavo und dem Unterlauf des Talflusses Poschiavino, sowie die Dotierung des Seitenbachs Saent an. Mit diesen umfassenden Arbeiten sichert Repower auch in Zukunft eine zuverlässige und nachhaltige Stromproduktion im Puschlav, die auf einer über 100-jährigen Tradition aufbaut.
Im Hinblick auf die öffentliche Auflage des Lagobianco-Projektgenehmigungsgesuchs werden in den nächsten Wochen im Projektgelände mehrere Bauprofile und -aussteckungen erstellt. Die Profilierungen und Aussteckungen sind ein Bestandteil der öffentlichen Auflage und werden als solche unabhängig vom Realisierungszeitpunkt der einzelnen Teilprojekte vorgenommen. Die Aussteckungsarbeiten beginnen voraussichtlich am Montag, 13. April 2015, und dauern rund zwei Wochen. Dabei werden vorgesehene äusserlich wahrnehmbare temporäre und permanente Bauten und Anlagen sowie Terrainveränderungen im Gelände gekennzeichnet. An geeigneten Punkten werden ausserdem Infotafeln mit Plänen und Visualisierungen angebracht, um interessierten Personen die Möglichkeit zu geben, sich ein möglichst genaues Bild der im Rahmen des Projekts Lagobianco vorgesehenen Eingriffe zu machen.

Repower ha presentato la domanda di approvazione per il Progetto Lagobianco al Cantone dei Grigioni
Alcuni giorni fa Repower ha presentato la domanda di approvazione per il Progetto Lagobianco al Governo del Cantone dei Grigioni. Inizia così la seconda fase dell’iter autorizzativo per il progetto, che include, oltre alla costruzione di una centrale con sistema di pompaggio tra il Lago Bianco e il Lago di Poschiavo, anche il rinnovo degli impianti esistenti nella Val Poschiavo. Poiché l’attuale contesto di mercato non consente a oggi la realizzazione della centrale, Repower ha deciso di anticipare il rinnovo delle centrali elettriche esistenti non appena sarà stata rilasciata l’autorizzazione edilizia.
La documentazione a corredo del progetto comprende, oltre alla domanda formale, la documentazione tecnica inerente la costruzione della centrale con sistema di pompaggio tra il Lago Bianco e il Lago di Poschiavo e il rinnovo degli impianti esistenti nell’Alta e nella Bassa Val Poschiavo. Nel voluminoso fascicolo sono contenuti anche il rapporto d’impatto ambientale (RIA) 2° stadio e diverse perizie che prendono in esame le ripercussioni dei lavori di costruzione sull’ambiente e definiscono le misure per un continuo monitoraggio ambientale.
Il progetto di pubblicazione e il RIA 2° stadio sono stati elaborati, come tutti i lavori finora prodotti nell’ambito del progetto, con una procedura partecipativa che vede il coinvolgimento delle autorità comunali e cantonali competenti, delle organizzazioni ambientaliste e dei rappresentanti dei diversi gruppi d’interesse. Grazie a questa lunga collaborazione è stata creata una preziosa base per lo sviluppo del progetto ed è stato messo a punto congiuntamente un programma largamente condiviso.
Al via la seconda fase dell’iter autorizzativo cantonale
Con la presentazione della domanda di approvazione per il progetto prende avvio la seconda fase dell’iter autorizzativo cantonale. La prima fase di questa procedura si era conclusa nella primavera 2014 con esito positivo, ossia con l’approvazione definitiva delle concessioni da parte del Governo del Cantone dei Grigioni. Il via libera al progetto fornirà una base importante in vista di una futura decisione in merito alla costruzione.
La realizzazione di una centrale con sistema di pompaggio è attualmente impossibile
Repower è convinta che per la riuscita della svolta energetica e per un approvvigionamento sicuro e affidabile sia indispensabile poter disporre di capacità di accumulazione flessibili anche in futuro. Le centrali con sistema di pompaggio come il Progetto Lagobianco rappresentano la soluzione adatta in virtù della loro tecnologia estremamente efficiente, sostenibile e sperimentata sul lungo periodo. Ma il contesto di mercato attuale rende impossibile investire oggi in una centrale con sistema di pompaggio. Con la presentazione della domanda di approvazione per il progetto Repower crea tuttavia le basi per prepararsi a una decisione in merito alla costruzione qualora le condizioni generali lo consentano. Contemporaneamente si creano anche i presupposti per il rinnovo degli impianti esistenti.
Anticipo dei lavori di rinnovo degli impianti esistenti
Il Progetto Lagobianco non riguarda solo la costruzione di una nuova centrale con sistema di pompaggio, ma anche il rinnovo degli impianti idroelettrici esistenti nell’Alta e nella Bassa Val Poschiavo. Repower è fortemente impegnata a portare avanti questi progetti parziali. Una volta ottenuta l’autorizzazione edilizia definitiva seguirà in una prima fase il rinnovo delle centrali elettriche di Cavaglia e Robbia nell’Alta Val Poschiavo. Successivamente sono previsti lavori nella Bassa Val Poschiavo per il collegamento dei corsi d’acqua a Miralago, tra il Lago di Poschiavo e il corso inferiore del Poschiavino, nonché per la dotazione dell’affluente Saent. Con questi interventi ad ampio raggio Repower assicura anche in futuro una produzione di energia elettrica affidabile e duratura nella Val Poschiavo, che vanta una tradizione ultracentenaria
In vista della pubblica esposizione della domanda di approvazione per il Progetto Lagobianco, nelle prossime settimane saranno innalzati diversi profili e picchetti nell’area interessata dal progetto. I profilamenti e i picchetti sono una parte integrante della pubblica esposizione e, in quanto tali, vengono effettuati indipendentemente dalla data di realizzazione dei singoli progetti parziali. I lavori di picchettamento inizieranno presumibilmente lunedì 13 aprile 2015 e avranno una durata di circa due settimane. Servono per segnalare i previsti impianti o costruzioni, nonché modifiche del terreno, temporanei e permanenti, percepibili esternamente. In punti appropriati saranno inoltre installati pannelli informativi con mappe e illustrazioni per consentire agli interessati di farsi un’idea precisa degli interventi previsti nell’ambito del progetto Lagobianco.

Repower submits application for approval of Lagobianco project to Canton Graubünden authorities
A few days ago Repower submitted the application for approval of the Lagobianco project to the Canton Graubünden authorities. This launched the second phase of the cantonal approval process for the project, which in addition to plans to build a pumped-storage plant between the lakes of Lago Bianco and Lago di Poschiavo includes the renovation of existing facilities in the Poschiavo valley. Given that it is not possible to deliver the pumped-storage plant in the current market environment, once it receives the building permit Repower plans to first renovate these existing plants.
Alongside the formal application, the comprehensive dossier includes technical documentation for the planned construction of a pumped-storage plant between Lago Bianco and Lago di Poschiavo and the renovation of existing facilities in the upper and lower Poschiavo valley. The documentation also includes the environmental impact report (EIR) Phase II and various expert opinions examining the environmental implications of the construction work and ongoing environmental measures.
Like all the work done on the project so far, the inspection project and EIR Phase II were conducted on a participatory basis in collaboration with the cantonal and municipal authorities responsible, environmental organisations and other interested parties. Thanks to this longstanding collaboration, it has been possible to create an invaluable foundation for the successful development of the project, and to formulate plans that enjoy broad support.
Second phase of cantonal approval procedure initiated
The submission of the application for project approval initiates the second phase of the cantonal permit process. The first phase was successfully completed when the Canton Graubünden administration granted final and unappealable concessions in spring 2014. The permit currently being applied for will be an important step on the way to eventual authorisation to proceed with construction of the plant.
Construction of pumped-storage plant currently not possible
Repower is convinced that flexible storage is key to making a successful energy transition and assuring a secure and reliable supply of electricity in the future. Pumped-storage plants like the Lagobianco project are a very efficient and sustainable storage technology that has proven its worth over many years. However, investing in the pumped-storage plant is not viable in the current market environment. Nevertheless, by submitting the application for project approval, Repower is creating the foundation for giving the go-ahead to construct the plant when conditions permit. At the same time it also paves the way for the renovation of existing facilities.
Renovation of existing facilities brought forward
The pumped-storage plant is not the only component of the Lagobianco project. It also includes plans to renovate existing power generation assets in the upper and lower Poschiavo valley. Repower is working hard to drive these sub-projects forward. Once a final and unappealable building permit has been granted, the plan is to first renovate the Cavaglia and Robbia power plants in the upper Poschiavo valley. Following this, work is scheduled in the lower Poschiavo on connecting watercourses in Miralago between Lago di Poschiavo and the lower reaches of the Poschiavino (the river running through the valley), and regulating minimum flow in the Saent side stream. This comprehensive work will ensure that Repower can continue a tradition of reliable, sustainable power going back more than a hundred years.
