The European Commission has published a Regulation (EU) 2019/1858 on 6 November 2019 for amending Annex V to the Regulation (EC) No. 1223/2009 of the European Parliament and of the Council on cosmetic products. An entry of requirement on substance 4-(3-ethoxy-4-hydroxyphenyl) butan-2-one is incorporated in Annex V.
The substance 4-(3-ethoxy-4-hydroxyphenyl) butan-2-one (CAS Number 569646-79-3) has been assigned the name Hydroxyethoxyphenyl Butanone (HEPB) under the International Nomenclature of Cosmetic Ingredients. It has the function of preservative and skin conditioning. The Scientific Committee on Consumer Safety (SCCS) concluded in opinion SCCS/1582/16 and opinion SCCS/1604/18 that, the use of HEPB as a preservative is considered as safe in rinse off, oral care and leave-on cosmetic products with a maximum concentration of 0.7 %.
This Regulation enters into force on 27 November 2019.
The following entry is added to Annex V to Regulation (EC) No 1223/2009 as reference number 60.
