SGS Expands Safe Harbor Assessment Service
December 16, 2013
SGS has expanded its Safe Harbor Assessment service to Hong Kong to help meet the needs of global businesses seeking to comply with California Proposition 65. California’s Proposition 65 (CA Prop 65), also known as the Safe Drinking Water and Toxic Enforcement Act of 1986, was enacted by the Office of the Environmental Health Hazard Assessment (OEHHA) under the State of California in United States. This act provides a regularly-updated list of chemicals that are known to cause cancer or reproductive toxicity in order to protect consumers and sources of drinking water from high risk chemicals. Approximately 920 chemicals have been listed as of December 2013.
WARNING STATEMENT
CA Prop 65 does not restrict or ban the import or sale of a product that contains these high risk chemicals in the State of California, no matter what the level of concentration is. However in order to inform consumers about their exposure risk to such chemicals, it is required to place a warning statement on a product label once the level of chemical exposure to individuals exceeds the safe harbor levels.
SAFE HARBOR ASSESSMENT
SGS is able to provide Safe Harbor Assessment by a DABT qualified toxicologist to assess the product and determine whether any listed chemicals are present at exposure levels above the safe harbor level. Safe Harbor Assessment can cover a wide range of product types. This assessment can help companies comply with CA Prop 65 to avoid product recalls and penalties established by the law, especially when there are chemicals present which exceed the safe harbor levels.
Factors to be considered in the assessment:
․ Intended use of product
․ Life expectancy of product
․ Target user
․ Concentration of the concerned chemicals
Products to be covered in the assessment (Including but not limited to):
․ Toys
․ Children products
․ Cosmetics products
․ Household products
․ Craft products
․ Accessories
․ Plastic products
․ Jewelry
