Patrick Raaflaub tritt als Direktor der Eidgenössischen Finanzmarktaufsicht FINMA zurück. Er wird sein Amt auf eigenen Wunsch Ende Januar 2014 niederlegen. Patrick Raaflaub hatte gut fünf Jahre die operative Führung der Behörde inne und war für die erfolgreiche Zusammenführung der Vorgängerbehörden verantwortlich. Der FINMA-Verwaltungsrat bedauert die Entscheidung und dankt Patrick Raaflaub für seinen Einsatz und das Erreichte. Die operative Führung der FINMA wird ab Februar 2014 bis auf Weiteres der stellvertretende Direktor Mark Branson übernehmen. Der Verwaltungsrat der FINMA hat den Prozess für die Wahl des neuen FINMA-Direktors bereits eingeleitet. 

Patrick Raaflaub trat die Stelle als Direktor der FINMA am Tag des operativen Starts der Behörde am 1. Januar 2009 an. Vordringliche Aufgabe war es, die drei Vorgängerbehörden (Eidgenössische Bankenkommission EBK, Bundesamt für Privatversicherungen BPV und Kontrollstelle für die Bekämpfung der Geldwäscherei) organisatorisch zusammen zu führen. In der Aufsichtstätigkeit galt es zunächst, die mit der Finanzmarktkrise verbundenen Herausforderungen nicht zuletzt in der Grossbankenaufsicht zu bewerkstelligen. "Dass die FINMA nach der akuten Krisenbewältigung zielstrebig und konsequent Lehren aus den Erfahrungen der Krise zog, ist nicht zuletzt der Verdienst von Patrick Raaflaub," sagt Anne Héritier Lachat, Präsidentin des FINMA-Verwaltungsrats. "Unter Patrick Raaflaub vereinheitlichte und professionalisierte die FINMA ihre Aufsichtsprozesse in den verschiedenen Aufsichtsbereichen und setzte dabei strategische Vorgaben des Verwaltungsrats vorbildlich um. Ich bedaure seinen Entscheid, die FINMA zu verlassen, ausserordentlich. Ich danke Patrick Raaflaub im Namen des Verwaltungsrats und der gesamten FINMA für die geleistete Aufbauarbeit."

Patrick Raaflaub, Direktor der FINMA: "Es waren sehr spannende und intensive Jahre, die ich als Direktor der FINMA erleben durfte. Ich bin zufrieden mit dem, was wir in sehr anspruchsvollen Zeiten gemeinsam erreicht haben. Daher möchte ich den FINMA-Mitarbeitenden und den Kollegen im Führungsteam danken: Sie alle haben dazu beigetragen, dass wir die FINMA als funktionierende, professionelle und glaubwürdige Behörde etablieren und weiterentwickeln konnten. Nun ist für mich jedoch die Zeit gekommen, eine neue Herausforderung zu suchen."

Mark Branson übernimmt operative Leitung per 1. Februar 2014 Mark Branson wird ab 1. Februar 2014 bis auf Weiteres die operative Führung der FINMA übernehmen. "Die FINMA verfügt mit Mark Branson über einen erfahrenen und renommierten stellvertretenden Direktor, dem sie die Leitung der Behörde anvertrauen kann," sagte Anne Héritier Lachat. "Wir sind überzeugt, dass Mark Branson zusammen mit der Geschäftsleitung für die erforderliche Kontinuität sorgen wird." Der Verwaltungsrat der FINMA hat nun die Wahl des neuen Direktors vorzunehmen. Diese Wahl muss vom Bundesrat genehmigt werden. Die hierfür erforderlichen Prozesse laufen. Die FINMA wird nach der erfolgten und genehmigten Wahl weiter informieren.

Patrick Raaflaub se retire

Patrick Raaflaub démissionne de sa fonction de directeur de la FINMA. A sa demande, il quittera son poste à la fin du mois de janvier 2014. Patrick Raaflaub a dirigé l'autorité de surveillance durant plus de cinq années et peut se prévaloir d'avoir œuvré à la réussite de la fusion des trois autorités qui ont précédé la FINMA. Le conseil d'administration regrette cette décision et remercie Patrick Raaflaub de son engagement ainsi que pour tout ce qu'il a permis à la FINMA d'accomplir. Dès le 1er février 2014 et jusqu'à nouvel avis, le directeur suppléant Mark Branson exercera la direction opérationnelle de la FINMA. Le conseil d'administration de la FINMA a déjà initié la procédure de désignation du nouveau directeur. Patrick Raaflaub a commencé son activité de directeur le jour de la naissance opérationnelle de la FINMA, le 1er janvier 2009. Il s'agissait alors avant tout de réunir sous un même toit les trois autorités préexistantes (la Commission fédérale des banques [CFB], l'Office fédéral des assurances privées [OFAP] et l'Autorité de contrôle en matière de lutte contre le blanchiment d'argent [AdC LBA]). De plus, dans le cadre de la surveillance, il fallait faire face aux défis posés par la crise, notamment pour les grandes banques. "Que la FINMA, après une période de gestion aiguë de la crise, ait pu tirer de manière efficace et conséquente des leçons de cette crise n'est pas le moindre des mérites de Patrick Raaflaub", déclare Anne Héritier Lachat, présidente du conseil d'administration de la FINMA. "Sous l'ère de Patrick Raaflaub, la FINMA a unifié et professionnalisé ses processus de surveillance dans les différents domaines et a ainsi mis en œuvre de manière exemplaire les objectifs stratégiques du conseil d'administration. Je regrette profondément sa décision de quitter la FINMA. Au nom de mes collègues du conseil d'administration ainsi qu'en celui de tous les collaborateurs de la FINMA, je remercie Patrick Raaflaub de l'excellent travail fourni".

Patrick Raaflaub, directeur de la FINMA : "En tant que directeur, j'ai vécu des années passionnantes et intenses. Je suis satisfait de ce que nous avons réalisé ensemble dans ces périodes particulièrement éprouvantes. C'est pourquoi je tiens à remercier les collaborateurs de la FINMA et mes collègues de la direction : ils ont tous contribué à faire de la FINMA une autorité efficace, professionnelle, crédible et reconnue comme telle. Il est maintenant temps pour moi de chercher un nouveau défi."

Mark Branson reprend la direction opérationnelle au 1er février 2014

Dès le 1er février 2014 et jusqu'à nouvel avis, le directeur suppléant Mark Branson exercera la direction opérationnelle de la FINMA. "La FINMA dispose avec Mark Branson d'un directeur suppléant expérimenté et reconnu, à qui l'on peut confier la direction de l’autorité de surveillance", affirme Anne Héritier Lachat. "Nous sommes persuadés que Mark Branson, avec le concours de la direction, veillera à assurer l'indispensable continuité". Le conseil d'administration de la FINMA est chargé de désigner un nouveau directeur, choix qui doit être approuvé par le Conseil fédéral. Le processus est en cours. La FINMA informera dès que son choix aura été définitivement arrêté et confirmé.

Patrick Raaflaub rassegna le dimissioni

Patrick Raaflaub si dimette dalla funzione di  Direttore dell'Autorità di vigilanza sui mercati finanziari FINMA. Su propria richiesta, lascerà l'incarico a fine gennaio 2014. Patrick Raaflaub si è occupato della gestione operativa dell'Autorità di vigilanza per ben cinque anni e ha il merito di aver contribuito in maniera significativa all'esito positivo della fusione delle tre autorità che l'hanno preceduta. Il Consiglio di amministrazione della FINMA si rammarica per questa decisione e ringrazia Patrick Raaflaub per l'impegno profuso e gli eccellenti risultati conseguiti. Dal 1° febbraio e fino a nuova disposizione, il Direttore supplente Mark Branson assumerà la gestione operativa della FINMA. Il Consiglio di amministrazione della FINMA ha già avviato il processo che sfocerà nella nomina del nuovo direttore. 

Patrick Raaflaub ha assunto l'incarico di Direttore della FINMA il 1° gennaio 2009, giorno in cui l'Autorità di vigilanza è stata istituita. Il suo compito precipuo consisteva nel coordinare dal punto di vista organizzativo l'unione delle tre autorità che hanno preceduto la FINMA (Commissione federale delle banche CFB, Ufficio federale delle assicurazioni private UFAP e Autorità di controllo per la lotta contro il riciclaggio di denaro AdC LRD). Nell'attività di vigilanza si rendeva innanzitutto necessario far fronte alle sfide legate alla crisi del mercato finanziario, specialmente nella vigilanza delle grandi banche. "Il fatto che la FINMA, al termine di un periodo di intensa gestione della crisi, sia riuscita, con tenacia e coerenza, a trarre insegnamenti dalle esperienze maturate durante la recessione, è non da ultimo merito di Patrick Raaflaub", afferma Anne Héritier Lachat, Presidente del Consiglio di amministrazione della FINMA. "Con Patrick Raaflaub come direttore, la FINMA è riuscita a unificare e professionalizzare i suoi processi di vigilanza nei diversi ambiti di sorveglianza, attuando in maniera esemplare le direttive strategiche del Consiglio di amministrazione. Mi rincresce profondamente che abbia deciso di dimettersi dal suo incarico. A nome del Consiglio di amministrazione e dell'intera FINMA ringrazio Patrick Raaflaub per l'eccellente lavoro svolto".

Patrick Raaflaub, Direttore della FINMA: "Gli anni trascorsi in seno alla FINMA in qualità di Direttore sono stati estremamente appassionanti e intensi. Sono soddisfatto dei traguardi raggiunti insieme in questi anni particolarmente frenetici. Mark Branson assume la direzione operativa il 1° febbraio 2014

Dal 1° febbraio e fino a nuova disposizione, il Direttore supplente Mark Branson assumerà la direzione operativa della FINMA. "Grazie a Mark Branson, la FINMA dispone di un Direttore supplente esperto e rinomato a cui può affidare la direzione dell’Autorità di vigilanza" ‒ ha affermato Anne Héritier Lachat  ‒ "Siamo convinti che Mark Branson, con il supporto della Direzione, sarà in grado di garantire la continuità necessaria". Il Consiglio di amministrazione della FINMA è ora incaricato di nominare un nuovo Direttore, scelta che dovrà essere approvata dal Consiglio federale. Il relativo processo è in corso. A tempo debito la FINMA fornirà ulteriori informazioni in merito.

Patrick Raaflaub to step down

Patrick Raaflaub is stepping down as CEO of the Swiss Financial Market Supervisory Authority FINMA of his own accord at the end of January 2014. Patrick Raaflaub has been responsible for the supervisory authority's management for over five years, and oversaw the successful merger of the predecessor authorities. The FINMA Board of Directors regrets his decision to resign, and thanks him for his commitment and achievements. The Deputy CEO, Mark Branson, will take over the management of FINMA as of February 2014 until further notice. The FINMA Board of Directors has initiated the procedure for the selection of a new CEO. Patrick Raaflaub took up the post of FINMA CEO on 1 January 2009, the day on which the supervisory authority was launched. The immediate task was to merge three predecessor authorities (the Swiss Federal Banking Commission, the Federal Office of Private Insurance and the Anti-Money Laundering Control Authority). At the same time, FINMA faced significant challenges linked to the financial market crisis, particularly regarding the supervision of UBS and Credit Suisse. "The fact that FINMA has drawn on lessons learnt from the crisis in a focused and successful way is due in no small measure to Patrick Raaflaub," says Anne Héritier Lachat, Chair of the FINMA Board of Directors. "Under Patrick Raaflaub, FINMA has standardised and professionalised its supervisory processes, implementing our strategic objectives in an exemplary manner. I very much regret his decision to leave FINMA. On behalf of the FINMA Board of Directors and the whole authority I would like to thank Patrick Raaflaub for his dedication to FINMA."

Patrick Raaflaub, FINMA CEO: "My time here as FINMA CEO has been exciting and intensive. I am proud of what we have achieved in such a challenging environment. Mark Branson to take over management as of 1 February 2014

Mark Branson will take over FINMA's management as of 1 February 2014 until further notice. Anne Héritier Lachat: "Mark Branson is an experienced and well-regarded deputy CEO to whom we can entrust the management of FINMA. We are confident that Mark Branson, along with the Executive Board, will ensure the necessary continuity." The FINMA Board of Directors has initiated the procedure for the selection of a new CEO. The decision of the Board of Directors requires the approval of the Federal Council. FINMA will communicate further following the new CEO's selection and subsequent approval by the Federal Council.
